@GreenFire I live in a city where the rivers flood every year almost without fail. One river was actually redirected UNDERNEATH another river to crest a flood way to protect the city.
The flood plain areas were mostly all farm land that has now become sparsely populated communities.
Since I can remember there have been groups fighting to have their homes on the flood plains (houses built after the floodway was built) rebuilt/protected/etc due to floods.

People = not smart.

I dispute your notion that consumers and voters are not responsive to the price for fuel with:

TVA's River Forecast Center has activated a Condition Red Warning for an Imminent Breach at Nolichucky Dam in Greene County. The breach could occur at any time due to extreme rainfall from the remnants of Hurricane Helene.
Potentially life-threatening flooding can occur as far downstream as Douglas Reservoir. Local county emergency management officials are coordinating evacuations as appropriate. Please stay alert for notices from your local EMA and heed all warnings. If you are in low lying areas below the Nolichucky Dam, be prepared to get to higher ground.
